What is a moped or a scooter?

Before enjoying Victoria’s iconic Great Ocean Road on your moped or scooter, there are a couple of things you should understand. Under Australian Road Legislation a moped and motorcycle (scooter) are defined as:

  • Moped: 2 wheeler motorcycle with a motor capacity that does not exceed 50cc (ICE) or 4000W (EV) and a maximum speed of 50 km/h.

  • Motorcycle (Scooter): 2 wheeled motorcycle with a motor capacity typically larger than 50cc (ICE) or 4000W (EV) and can exceed speeds of 50 km/h.

Note: Even if the vehicle meets the capacity/power criteria but the vehicle exceeds the 50km/h limit then this is regarded a motorcycle/scooter and will be required to meet different rules for ADR (Australia Design Rules) compliance and licensing.

Licence required to use an electric moped in Victoria

To legally ride a moped in Victoria, you need to hold a motorcycle learners permit. Unlike some other states in Australia where you can ride a moped with a car licence, in VIC you cannot.

Licence required to use an electric scooter in Victoria

The same applies for riding a scooter in Victoria—you must have a motorcycle learner. To be eligible for a motorcycle learner permit, you need to be:

  • 18 years old or older

  • a Victorian resident

  • not disqualified from holding or getting a Victorian learner permit

  • not be subject to a licence sanction

  • medically fit to ride

To get a motorcycle learner permit in VIC you’ll need to successfully complete a two-day course. Your two-day learner course will include:

  • an eyesight test

  • a learner permit knowledge test 

  • an on-road and off-road assessment

Once you've successfully completed the course you'll be issued with your motorcycle learner permit. From there in due time you can progress to getting your full motorcycle permit.
